Alfredo Moralejo 25f110c399 Add CentOS Stream 9 to configure-mirrors role 
So that we use AFS mirrors for CS9 nodes.

URL to override the generated pypi mirror url based on :zuulconfigure-mirrors.pypi_fqdn.
