Tatiana Mazur ba8d9c095e Add edit buttons for vip, member and monitor
Add options for updating vip, member and health monitor
attributes on load balancers table pages.
The following attributes can be updated:

Vip:
* name
* description
* pool_id
* session_persistence
* connection_limit
* admin_state_up

Member:
* pool_id
* weight
* admin_state_up

Health monitor:
* delay
* timeout
* max_retries
* admin_state_up
