Tzu-Mainn Chen a18f40554c Code update for new Tuskar API

* Currently uses mock data
* Many tests have call_count asserts removed
* Many tests are removed pending additional API refactoring
* Plan creation workflow needs to be fixed; successive
  workflow steps depend on initial role-selection step
* Overcloud and plans index redirect logic may need to be rethought
* Plans need to take responsibility for image and flavor (instead of
  role)

Tuskar UI

Tuskar UI is a user interface for Tuskar, a management API for OpenStack deployments. It is a plugin for OpenStack Horizon.

High-Level Overview

Tuskar UI endeavours to be a stateless UI, relying on Tuskar API calls as much as possible. We use existing Horizon libraries and components where possible. If added libraries and components are needed, we will work with the OpenStack community to push those changes back into Horizon.
