Cloud recovery tests skip overcloud validations before disruption
Cloud recovery tests have a common structure: 1) check overcloud health 2) perform a disruption 3) check overcloud health Recently the number of these tests has increased, causing timeout errors during the execution of tobiko disruptions workflow. After having increased the timeout value, tobiko stages running disruptions continue failing due to timeout This patch will skips step 1) from cloud recovery tests if it passed during the previous test Change-Id: I410f749fefad95e2501d419fafd22d1aa0cd2df6
