Pengfei Ni b9bf13f065 Add stackube proxy
- Adds stackube proxy which listens on endpoints, services and
  namespaces, creates load balancer rules for clusterIP service
- Switch to govendor for managing vendors
- Add hack scripts for verifying govet and gofmt
