This change adds a test case deploying the StackLight dashboards on the
public network using a network template.

There is no need to assign the public network to the StackLight nodes
and br-mesh was referenced at the wrong place.

This patch adds a script that generates a certificate signed by
the StackLight authority. The PEM file generated can be used to
configure plugins with HTTPs support.
