Yichen Wang b50786dbbe Add support for progression runs

1. Add support for progression runs;
2. Move http_tool_config from metadata to redis message;
3. v4 image is created (back-compatiable to v3 if progression run is disabled);
4. Documents refines on cfg.scale.yaml;
5. Simplify the logging format string;
