Ricardo Carrillo Cruz 76a9301314 Fix volume creation for instances not having volumes defined

If we don't have the skip_missing: yes, the task will fail on
infra_servers that do not have any volume defined.

Instructions

Run bash setup_env.sh
Run source /opt/stack/ansible/hacking/env-setup
Source your OpenStack cloud environment variables rc file
Run cp infra_config.yml.sample infra_config.yml
Edit infra_config.yml and put your environment values
Run bash run.sh
