The Billing Service is a multi-tenant, ERP based implementation that
utilizes a RESTful HTTP interface to provide an clean, simple way to charge
customers using OpenStack on demand.

     A quotation is the temporary cost estimation based on the usage.
   Invoice
     An invoice, is a commercial document issued by a cloud provider, relating
     to a sale transaction and indicating the products, quantities, and agreed
     prices for products or services the cloud provider had provided the user.

   Credit
     Credit is the grant/discount for customers from the cloud provider.
