Fix "plugin_requires"

This is needed to ensure:

  "enable_plugin devstack-plugin-glusterfs <source> [<ref>]"

is placed after

  "enable_plugin manila <source> [<ref>]"

in local.conf files where applicable.

This was mis-named in the previous attempt.
