Markus Zoeller 7ade6e5f05 Add cleanup of package "software-properties-common"

With commit d126b3f92e56 we added the pgk "software-properties-common"
to allow the installation of the new repositories.
This is a follow up patch which implements the cleanup of this package
in case the devstack-plugin is used outside of a OpenStack testing
job (for example a test VM of developer who doesn't throw away the
VM immediately).

Devstack Additional Package Repos

Overview

Devstack plugin to configure additional distribution package repos, and install select packages from that source.

The original aim is to allow testing within the gate current libvirt/qemu releases. The devstack plugin borrows some of the devstack pluing machinery to allow other sources to be used simply. This could be expanded to OVS or DPDK.

As part of stack.sh:

Adds appropriate package repo
Installs nominated packages

As part of unstack.sh | clean.sh:

Removes packages
Removes package repo
