
After commit b44b0f135e4906d397ac0e11762043f3eaa66c42, tests hang during execution on CentOS 7. Fixing that by making the service launch order to be similar to what it was before (service launch before sending data to queue). Change-Id: Ib73ece9111d1b7eb6c8380554646b38819f4b60e
