Doug Hellmann 41670c1d48 add page for release notes for unreleased versions

Add a page to show all of the release notes from the "current" branch,
including those not yet released. This is used to test the release notes
build for new notes, and to indicate that upcoming features are not
available in public releases, yet.

The oslo.log (logging) configuration library provides standardized configuration for all openstack projects. It also provides custom formatters, handlers and support for context specific logging (like resource id's etc).
