Takashi Kajinami 36ec0010f6 Replace the old UPPER_CONSTRAINTS_FILE env

... by the new TOX_CONSTRAINTS_FILE env, according to the changes made
in the OpenStack projects.

This also adds the constraints to the doc target, to avoid issues
caused by too new versions being pulled.
