Also Fix zuul breakage pip install started failing back in May. The zuul/zuul project seems to have caused the problem Also Fix linting by updating Zuul action plugin path Previously Zuul hosted the zuul_return action plugin in a path ending in actiongeneral/; however, as of Zuul v6 this path is simply action/.
