With this update https is enabled for platform services' admin endpoints
for System Controller and subclouds when the first controller is
unlocked.
The services with admin endpoints enabled are:
- fm
- patching
- vim
- smapi
- barbican
- keystone
- sysinv
- dcdbsync
- dcmanager
