One of the build configurations is listing '1.0' as the specific
version to use for one of its files, but this restriction is
unnecessary and causes the build to fail when the app version
is not 1.0.
Test Plan:
PASS build app using a version different than '1.0'
(modify meta_data.yaml and changelog)
