Robert Church 086a81deea Enable Zuul tox jobs for platform plugin validation

NOTE: As part of enabling this, --use-deprecated legacy-resolver was
required. This is a result of a new version of pip installed on Dec 3,
2020. A followup commit is required to remove this a deal with the
fallout.

k8sapp-platform

This project contains StarlingX Kubernetes application specific python plugins for the platform integration application. These plugins are required to integrate the application into the StarlingX application framework and to support the various StarlingX deployments.
