junfeng-li c5122b6d48 Remove dhclient request during pxeboot 
This commit is to remove dhclient request during pxeboot
as DHCP for the management network is no longer used.

Test Plan:
PASS: build and deploy the iso on DX
PASS: controller 1 is installed via pxeboot
