This commit creates the directory structure of
app-node-interface-metrics-exporter repo.
Test Plan:
PASS:Build process with creation of debian package.
PASS:Extract the content of stx-node-interface-metrics-exporter-helm_
1.0-1.stx.1_amd64.deb and check.
