Emilien Macchi 6e61cdacbc MySQL bootstrap: reduce timeout ...

During bootstrap, systemd service waits 300 seconds to timeout if
MariaDB fails to start. It's too long and 60 seconds should be enough.
It seriously affects the time to deploy OpenStack so we need to reduce
this timeout.
