Validate neutron-server service
To avoid failure, in Debian and Ubuntu, we must set $validate to true. While this issue happened all the time for me on my laptop, I also saw a few Ubuntu run where the problem happened. Depends-On: I8ab8a2c7bb1d93d6fb9d16eabd3a1112b1e1237b Change-Id: I093b0de94e3f762edb9be71134078d86b0642a07
