Alexandra Settle 85107272be [contrib-guide] Updating url to doc-contrib-guide 
Based off conversation at the PTG, we agreed it would be
beneficial to ensure the contrib-guide is clearly marked
as the doc contrib guide outside of the title.

This change includes a redirect.

Releasing tools

The openstackdocstheme, openstack-doc-tools, and os-api-ref repositories need to be released as packages to the Python Packaging Index.

The release is done by the OpenStack release team but needs to be triggered by the documentation team. For details, see Release management. For the steps required to trigger a release, see the openstack/releases README file.
