Project data is populated at release time, but sometimes documentation
is not available for some of the projects. This patch updates the
project data to list all available projects docs on the docs page.

This change adds 2024.1 project data so that index pages will be
generated.
It still keeps 2024.1 in development phase. A future change will
transition 2024.1 to maintained at release time.
