[www] Remove references to retired projects

networking-ovn is now part of neutron core and not a separate project,
so remove this from the "latest" project data. Also remove errant
references to projects in the "wallaby" project data that should have
been removed when their corresponding reference was removed from
"latest". Finally, uncomment some projects in "latest" to ensure their
docs are actually built by default and only disabled by choice, rather
than because the commenting out was cargo culted.
