Vladimir Kozhukalov 730488ca53 Disable metrics gathering for Rook Ceph cluster 
We don't need this for tests and it is better to
keep the test env minimal since the test hardware
is limited.

The goal of OpenStack-Helm-Infra is to provide charts for services or integration of third-party solutions that are required to run OpenStack-Helm.
