Andy McCrae e53ac82f25 Resolve issues with swift tests ...

This PR fixes the following minor test issues:

* The swift ring and swift-service addresses are now consistent.
* Memcache now listens on the appropriate IP.
* The openrc file is now populated correctly.
* Rsyslog restarts appropriately, meaning logs are generated.
