Andy McCrae 9251f92b47 Move flush handles to the end of the tasks ...

We shouldn't need to restart the services until the ring and keys have
been synced.

This will ensure that we don't have a situation where swift storage
services start (on first deploy) but don't have ring files, and as a
result log errors until the ring files exist.
