RedHat: Use monolithic openstack-swift package
It seems that RDO moved to a sinlge monolithic openstack-swift package so lets use that instead. This fixes the following problem: No package matching 'openstack-swift-plugin-swift3 Change-Id: I9a0efd15be4fde3a96e9feb72bed55d45262cb8c
