Major Hayden ff26ba2158 Remove systemd conditionals

All operating systems supported by the role have systemd and these
conditionals are no longer needed.

OpenStack-Ansible nova

Ansible role that installs and configures OpenStack nova and all of its corresponding services.

This role will install the following:

nova-api
