Andy McCrae 8120853dbd Pin Neutron for Nova-lxd

Due to https://bugs.launchpad.net/nova-lxd/+bug/1694719 nova-lxd is
currently failing gates - we can SHA pin neutron to get around this
until the bug is resolved.

OpenStack-Ansible nova

Ansible role that installs and configures OpenStack nova and all of its corresponding services.

This role will install the following:

nova-api
