Pulling the neutron repo into tempest is unnecessary since tests are run using the neutron-tempest-plugin or repo-specific plugins. This patch removes neutron from tempest_plugins. Change-Id: I6176c17b7261fecbca82452b7d4ad2a2c5cdeeb6
