This variable was only used on Ubuntu distributions to select the upstream Percona repository. There is not much point in having this configurable so simply hardcode the upstream url to the repository information and drop the variable. Change-Id: I12088bd52ab3c392913385001fb71555e101ef56

The ``galera_percona_xtrabackup_repo_url`` variable which was used on

dropped and the default upstream repository is always used from now on.
