Anusha Ramineni 474230d414 Add support to enter rule in policy language

This commit is to adds support in congress-ui to enter the rule
directly in policy language. And also, renames the existing name
'Create Rule' to 'Construct Rule'.

Implements blueprint enhance-congress-dashboard
