Charles Neill bf4716d5f2 Security tests for Consumer resources
These tests will attempt CRUD operations on Consumer resources, both
with and without (dummy) project ids, and always without valid tokens.
They should all return HTTP 401s. Fixed block comment formatting for
PEP8. Added tests to ConsumersUnauthedTestCase class, with 'security'
and 'negative' tags for all tests. Refactored test names to be in line
with rest of Barbican functional tests, and now using behaviors instead
of client calls. Cleaned up a typo in previous patch set.
