This adds most of the files from app-catalog-ui into this common location so it can be shared soon with app-catalog-ui and apps.openstack.org. Its currently only usable by apps.openstack.org and will need further work to be shared. But its a start. Change-Id: I63bff3be6180ff12ab0055c15ff04fd4a7631684
