The previous change updated all links to go to OFTC, including some from
third parties. Revert those back as they still seem to be on Freenode.

Also, Split SDK list into openstack and multi-cloud: OpenStack specific
SDKs and multi-cloud abstraction SDKs are different beasts. Let's group
them for clarity. Also, reindented because tracking div opens and closes
was confusing since some of the divs didn't indent.

Let's lead with our own lib which is OpenStack specific, then go with
libcloud which is multi-cloud.

shade user docs follow unified openstack doc build locations. The
release notes location is also not right. Also, shade users should be
pointed to the general openstack-dev mailing list.

We have an automatically managed list of API reference guides in the
openstack-manuals repo being published to doc.openstack.org/api. The
results are validated against the list of actually published guides,
and will be kept up to date when projects come and go. It will also be
maintained as the API documentation moves into the main doc build for
each project as part of the documentation migration project [1].
This patch removes the redundant information from this repo and
replaces it with a link to the other repository.
