This adds heat-specific contents of the OpenStack Installation Guide in the aodh repo per [1]. A separate change will remove the aodh contents from the OpenStack Installation Guide for Newton per [2]. The aodh install-guide structure is based on Install Guide Cookiecutter [3]. Also adds tox.ini environment for install-guide. 2. Edit the ``/etc/aodh/aodh.conf`` file and complete the following actions:

* In the ``[database]`` section, configure database access:

* In the ``[DEFAULT]`` and ``[oslo_messaging_rabbit]`` sections,

configure ``RabbitMQ`` message queue access:
