Mandar Vaze d8ff17ecb9 Introduced option to delete deallocated ips immediately. Fixes bug

971504

New flag allows deleting IPs soon on deallocation. This removes the
need to run external script manually or via cron. Get old beaviour by
setting the falg to True.

Added test case for this beahviour.

# Running Melange App
>cd <melange_root>
>sudo pip install -r tools/pip-requires
>cp etc/melange/melange.conf.sample  ~/melange.conf
>bin/melange-manage db_sync
>bin/melange
By default melange uses sqlite, to use Mysql
1) Create the mysql db manually
   Eg: mysql -uroot -p -e "CREATE DATABASE melange_test;CREATE DATABASE melange"
2) Change sql_connection key in melange.conf to point to that db.
   Eg: sql_connection = mysql://<user>:<password>@localhost/melange
