Clark Boylan a8383f506f Cleanup mirror01.iad.rax.opendev.org records 
The server has been replaced by a new noble instance and has been pulled
out of the inventory. Clean out DNS for it so that the instance can be
deleted.

While we are at it we restore the ttl on the mirror.iad.rax.o.o cname
records.
