This shouldn't be considered and absolute notification as recordings can occur outside of jitsi meet as well (obs etc). But during the ptg people had to notify others manually when using meetpad's built in local recording mechanism let's make that more automatic. Change-Id: I5374773ef2262971a049143aed2353cc8366345d
