Workflow documentation is now in infra-manual
Replace URLs for workflow documentation to appropriate parts of the OpenStack Project Infrastructure Manual. Pulled in the final form used in the gear repo. Change-Id: Ib4d23d0db1a91d51176105ee38a30073a789374a
