
The logic in the Gemfile was relying on Zuulv2 variables to find out whether the spec helper gem was already available on disk, and since Zuulv3 has changed things it was failing to find it and downloading the master version instead. This patch ensures the Gemfile looks for the gem in the right place when running in CI. Change-Id: I6efe6cc34950e382656e39b579ff57566ed1e91a

Usage Considerations
You will want to add security with certs and firewalls when using this module.
This module is recently split out of the monolithic OpenStack Infra system-config repo. It is gaining flexibility but for now may be more opinionated than what you really want.
Example to bring up logstash web interface or kibana
