Colleen Murphy a72f397461 Add foundation for functional tests ...

Add a Gemfile, Rakefile, spec_helper_acceptance.rb, and nodesets to
initialize beaker-rspec testing. This will get the beaker-rspec jobs to
pass but does not actually add any tests.
