We have so far only had a request to rename a single repo. Add this repo
rename to our record keeping here to track for the future. Please do not
merge this until after the rename has been completed.

Creation of a new openstack/ansible-role-zookeeper repository on our
Gitea servers was blocked by the existence of an old redirect of
that name to the windmill namespace, but we didn't catch that at the
time the change was approved to create it in Gerrit. The redirect
was subsequently cleaned out by removing its corresponding database
row on all the Gitea servers, but we also comment it out of the
rename history so that we won't accidentally recreate the redirect
in the future if we rely on this to rebuild the database.
