Elizabeth K. Joseph b1a8cb1c00 Remove third party page from the manual 
There is general consensus that third party docs don't really
belong in a developer-facing user manual for the infrastructure.
Having this empty page here is just causing confusion.

We can easily add it back if a good case is made for doing so.
