Allow explicit override for mgmt_hieradata
ansible-role-puppet attempts to infer where it should copy hieradata
from based on puppet3 or puppet4. However, for hosts that are not
running puppet themselves this isn't going to work very well. Allow a
user to set mgmt_hieradata explicity.
