Subject: [PATCH] Requirements: Fix setuptools version

Starting from version 66.0.0 setuptools has dropped support for
LegacyVersion. But many Jenkins plugins still provide versions in
legacy format.
Default setuptools version is changed recently on OpenStack
infrastructure, so we need to fix it now.
