Ian H. Pittwood bbef2431bc Add gpg to bionic packages ...

The `gpg` package does not come preinstalled on Ubuntu Bionic, but is
required in order to run the `genesis_bundle` command. This change adds
an install command for `gpg` to the Bionic image.
