Ian Howell 526aacca54 Add proper CI gating ...

This adds Zuul configuration for CI gates and Ansible playbooks
describing the tasks those gates should perform. It also adds a
Dockerfile and several related Makefile targets to create a repeatable
environment for both developers and CI gates.
